Five years after the Morakot disaster, tragic flooding once again strikes Taijiang.

Early on August 12th, the upper reaches of Taijiang catchment area in Anding (安定) witnessed torrential rain with 213mm falling in only 12 hours. Tainan city saw 138.5mm and the lower reaches of the catchment area in Haiweiliao (海尾寮) saw 152mm in just 12 hours.

The combined deluge falling on the upper and lower reaches of the catchment area caused drainage dikes to be breached in the areas of Haiwiliao, Liukuailiao (六塊寮) and the Zengwun River (曾文溪). Local residents said that building higher dikes was useless, as the flooding had become even more serious. Taijiang Catchment Area volunteers have urged Tainan City Government to seriously deliberate whether it is necessary to turn Xinji Farm (新吉農場) into an industrial zone; after this land is filled, flooding in the area will potentially get worse. 

Taijiang Catchment Area volunteers’ analysis of the causes for the recent flooding reported that although segmenting the drainage dikes and pumping out the water is the correct strategy, as the drainage system for the old community is in a low-lying area, it is only a temporary measure. 

Taijiang Catchment Area volunteers said that a pumping station and higher dikes are currently being used to manage Taijiang’s flooding problem. However, with heavy rainfall in the upper reaches of Anding and Tainan City, in addition to heavy rainfall in the lower reaches, the pumping station and higher dikes are rendered ineffective. The volunteers recommend that in situations of heavy rainfall, the area of Kanxi Farm (看西農場) adjacent to National Museum of Taiwan History in Annan District should be used as a retention pond; this diversion of the water will reduce the burden on Annan District’s drainage system.

八八水災五週年，台江再度淹慘！

8月12日一早，台南市台江流域的上游安定下起豪大雨，十二時內下了213mm，新市下138.5mm豪雨，最下游地區海尾寮地區，十二小時下了152mm，上下游豪雨交攻，海尾寮排水、六塊寮排水、曾文溪排水線，皆發生溢堤，在地居民說築堤再高也沒用，反而淹得更嚴重，台江流域志工呼籲台南市政府再三思，是否有必要開發新吉農場做為工業區，此地填土墊高之後，將來淹水可能會更嚴重。

台江流域志工分析此次水災的原因，雖然分段截流抽水是對的策略，但是，舊社區內的排水系統還是位處低窪，所以只是治標不治本。

台江流域志工認為，台江水患治理，目前採取設抽水站、加高堤防，但是，一遇上游地區安定、新市地區下大雨，加上下游也降大雨，那麼，抽水站與加高堤防還是沒有太大作用，建議，應在安南區台灣歷史博物館旁的看西農場，設置滯洪池，一遇豪大雨，將安定、新市地區的雨水，進行截流，如此才能減輕安南區排水負擔。
