Zhongliao regenerates community through green energy

The community of Zhongliao in Tamsui District, New Taipei City, has gradually transitioned from a traditional rural village to an innovative green energy community. With the assistance of the community development association and residents, Zhongliao has established “citizen power plants.” There are already five solar citizen power plants generating electricity from residential premises.

Citizen power plants are renewable energy power generation systems invested in or built by the general public, allowing people to participate in energy production directly. Initially, due to insufficient information regarding the basic concept of citizen power plants and a complicated application process, the development plan in Zhongliao did not go smoothly. However, after cooperating with locals, people began paying more attention to energy issues, forming a cultural foundation for citizen participation in the energy transition. Hopefully, this will make renewable energy not just about power generation but also about generating public value.

忠寮社區再生 公民電廠助綠能轉型

位於新北市淡水區的忠寮社區，從原本的傳統農村，近年逐漸發展為智慧綠能社區，在社區發展協會與當地居民的協助之下，成立「公民電廠」，社區內已經有五座太陽能民宅案場，並進行發電。

公民電廠是由公民投資或直接建造再生能源的發電裝置，民眾能直接參與能源生產，但起初發展計畫時並不順利，因為一般民眾對公民電廠沒有基本概念，加上申請過程十分複雜。在透過與地方合作後，讓民眾更加關注能源議題，建立公民參與和對能源轉型的文化基礎，讓再生能源不再只是發電，更是實現一種社會價值。
