Sixteen months after the Typhoon Morakot disaster and Chiayi County Government are only just beginning to put the 17 million NTD contract out to tender. It is strongly feared that the contract will take up to another year before completion, however in order to survive the tribe are simply unable to wait so long. Since October the tribe in Alishan have resumed normal functioning and consequently held the Pavilion Festival. Local ethnic groups including the Tsou tribe from the most southerly area, Chashan, have begun working together and created a majestic pavilion to share cultural principles – a wonderful place for the working tribesmen to relax.

Unfortunately, the main roads to the villages suffered serious damage from Typhoon Morakot and are still waiting to be repaired. As far as the Chashan villages are concerned, this is a serious setback to chances of restoring the local travel and tourism industry and local villagers understandably can’t help from asking, when indeed the districts communications will get back to normal.
