On the 6th December, GuangWen Road Bridge was opened in Tainan’s Shanhua District. However, due to poor signposting many of the local residents have been left bewildered and unable to find their way. Elderly residents who ride bicycles have found the steep gradient of the bridge too much and have only one option – to slowly walk the whole length. There are around 7500 villagers who rely on the level crossing, of which 1000 are elderly residents. With no flat road left since the closing of the road crossing, this group of 1000 elderly residents is  facing great difficulty in getting around.

On the 13th December, Shanhua District Office closed the level crossing and also prohibited riding on the bridge. This move has forced young and old alike with no alternative but to push their bicycles. Traversing this snaking road bridge may be a piece of cake for students, but for the elderly and for those with a disability, navigating this stairway is anything but easy. Moreover, those citizens who drive a mobility vehicle have literally no way to go.

台南市善化區的光文路橋，於12月6日通車，由於標誌標線引線設計不清，眾多市民走錯路，騎腳踏車的阿公阿婆更騎不上坡度高的高架橋，只好慢慢牽著腳踏車上高架橋，往日依靠光文路平交道通行的村民約有7500多位，其中老年人有1000多人，這千位老年人在光文路平交道封閉後將面臨交通困境，沒有一條安全平順的道路可走。12月13日通車後第9日，台南市善化區公所封閉光文路平交道、並禁止代步車腳踏車行駛高架橋，強制老人學子等腳踏車族必須牽車走9彎18拐的腳踏車步道，對年輕人跟學生來說影響不大，但是老人家與身障人士要爬這座「天梯」實在困難，以身障電動代步車行動的市民更是無路可走。市民雖然跟區公所反應，但區公所卻回應：「若開放平交道，發生事故誰負責？」也堅持開放平交道給弱勢市民行走是絕對不可能的。
