Post-disaster rebuilding neglected – suffering of the people

It has been almost two years since Typhoon Morokot struck, but roads in many of the badly hit areas are still closed. A good example is the only access road to Jialan Village in Jinfeng Township, Taitung’s East Road 64, which had a two-hundred-meter section of badly damaged in the disaster. In the end, the county government engineered a makeshift road where the original road had once been, but villagers are still relying on this road two years after the disaster! On the 3rd of December, villagers discovered that the exit of the makeshift road had been closed and the new road - which was still to be surfaced – had been opened for use. Many of the residents believe that this premature opening had a lot to do with the ceremony in Jialan Village to celebrate the completion of building works at the Tamali River. All of the villagers were made aware that the president was scheduled to attend the ceremony. However, due to a television election debate, in the end the president failed to attend. Rain transforms the road into a mud bath leaving many unhappy, inconvenienced and anxious about their safety.
In addition, due to being situated in the undetermined bordering zones of two counties, one important connecting road that stretches from Chanshan Village in Alishan Township, Chiyi County to Namaxia District in Koahxiung has seen neglect in post-disaster building work, leading to great hardship and suffering for the local people. Directly after the disaster, the two counties negotiated work for a section of road in the Namaxia District – the only access road for locals –but after two years work has stopped at this section. Without a 4*4 car the road is extremely difficult to navigate and with rain there is all likelihood of landslides. This has meant that the transportation of agricultural produce by around 10 families living in the area – an area that includes both counties - has become very tough. Since this area is not considered an important road and not regularly traveled by most of the residents, unless there is a special investigation into the situation it will be very unlikely that these areas are going to be noticed by officials.

八八水災之後已經兩年多,許多受創的道路卻還是無法通行,例如台東縣東64號縣道,這是金峰鄉嘉蘭村對外唯一的聯外道路,八八水災時有兩百多公尺路段嚴重
毀損,後來縣政府在原路上方修了臨時便道。兩年多來,村民進進出出,都靠這一段高遶的便道。但村民發覺,12月3日開始,高遶路段的入口被剷除了,修復路
段突然通車了,但路面還沒有舖柏油,未完工就先通車,有居民認為,這和12月3日在嘉蘭村舉辦的太麻里溪整治等工程的完工典禮有關。村民事先也都知道,總
統要來參加這場活動,後來因為有大選電視辯論,結果沒有來。這樣做讓村民感到不方便,下雨天又滿地泥濘,相當不安全。
另外在阿里山有一條橫跨嘉義縣阿里山鄉茶山村,至高雄市那瑪夏區達卡努瓦里兩縣市的重要連接道路,但因為在兩縣市的邊陲地區形成三不管地帶,變成災後重建
死角,苦了老百姓。兩縣市災後協調合力搶通,也曾一段時間為『那瑪
夏區』居民唯一進出道路,而災後快兩年半了還是停留在搶通階段,非四輪傳動車輛通行是相當困難,遇雨也一定坍方,讓在地十多戶居民(兩縣市都有)農產品的
運輸進出非常痛苦。這段路不是地區主要道路,一般人不會走這條路線,相對除非特別安排勘災,政府單位官員是很難看到來注意跟重視。
