緬懷亞太控菸運動先驅─陳紫郎教授

親愛的師長及夥伴:
懷著萬分不捨的心情,通知一個令人哀痛的消息,亞太拒菸協會(APACT)創辦人之一暨永久名譽秘書長、美國公共衛生學會(APHA)首位亞裔常務理事、美國杜蘭大學及麻州大學公共衛生學院名譽教授 陳紫郎教授(Prof. Ted Chen),2025年4月1日於美國紐約辭世,享壽86歲。
遍佈世界各地的陳教授學生們,於臉書發起 陳教授紀念社團「A Life of Impact: Celebrating Dr. Ted Chen」,邀大家緬懷與教授的點滴:https://www.facebook.com/groups/1322847102355642。
陳紫郎教授長年致力於公共衛生教育,培育公衛人才50年,近40年投入發起及整合各界促成跨區域菸害防制結盟〪1989年與董氏基金會創辦人嚴道博士(Dr. David Yen)合作,結合亞太各國拒菸領袖在台北成立亞太拒菸協會(APACT),對抗跨國菸草公司以貿易脅迫的方式對亞太傾銷菸品,實際幫助台灣及泰國阻擋美國要求開放菸品廣告之壓力。
此後更直接協助董氏基金會投入推動台灣的菸害防制政策制訂,包含幫助台灣菸害防制法立法及開徵菸品健康福利捐、於美國華府召開中美菸酒談判場外以口號及傳單抗議、國際宣揚戒菸就贏比賽、合力促成兩岸四地菸害防制密切交流、共赴日本陳情抗議日本菸商關閉境內菸廠後轉移至台灣設廠…,到參與推動台灣菸害防制的二度修法,於2022年底,新冠疫情解禁後立刻飛回台灣參與「禁止新型菸品修法」的最迫切行動,2023年1月10日,84歲的 陳教授一早與台灣拒菸聯盟上百人守候在立法院外監督,他爬上高架宣傳車疾呼:保護下一代健康,強調「公衛台灣」不能放棄採取全面且積極的菸害防制政策,努力將新型菸品阻絕於境外!
1987年台灣開放洋菸進口、美國菸商更要求進一步開放菸品廣告,陳教授特別回台拜訪公衛先進、時任嘉義市長 張博雅教授(前任行政院衛生署署長、監察院院長,現任董氏基金會董事長)表達願意協助推動台灣菸害防制。從引薦董氏基金會開始,直到2023年1月完成的台灣菸害防制二度修法,陳紫郎教授對菸害防制的投入與付出,始終勇敢、熱情不減!
感念 陳教授一生奉獻於教育、培育無數公衛醫事專才,更是倡議推動菸害防制的實踐者,實際幫助了台灣、也牽動亞太與國際的菸害防制〪我們緬懷 陳教授的貢獻,將傳承其精神,繼續對抗跨國菸商、努力消彌所有菸害,讓陳教授在天之靈與其全力支持的家屬更得安慰。

In Memory of Professor Ted Chen - A Pioneer in the Asia-Pacific Tobacco Control Movement
Dear Colleagues and Partners,
It is with deep sorrow that we inform you of the passing of Professor Ted Chen, one of the founders and the permanent honorary secretary-general of the Asia-Pacific Association for the Control of Tobacco (APACT), the first Asian executive director of the American Public Health Association (APHA), and an honorary professor at Tulane University and the University of Massachusetts School of Public Health. Prof. Chen passed away in New York, USA, on April 1, 2025, at the age of 86.

Prof. Chen dedicated his life to public health education, nurturing public health talents for 50 years, and for nearly 40 years, he initiated and integrated efforts to form cross-regional alliances for tobacco control. In 1989, he collaborated with Dr. David Yen, the founder of the John Tung Foundation, to establish APACT in Taipei, uniting tobacco control leaders from various Asia-Pacific countries to combat the transnational tobacco industries' attempts to dump tobacco products in the region through trade coercion. His efforts significantly helped Taiwan and Thailand resist the pressure from the United States to open up tobacco advertising.
Prof. Chen further assisted the John Tung Foundation in promoting Taiwan's tobacco control policies, including helping to legislate the Tobacco Hazards Prevention Act, imposing a health and welfare surcharge on tobacco products, protesting at the US-China tobacco and alcohol negotiations in Washington, D.C., promoting the Quit & Win campaign internationally, fostering close exchanges on tobacco control across the Taiwan Strait, petitioning in Japan against the relocation of Japanese tobacco factories to Taiwan, and participating in the second amendment of Taiwan's tobacco control laws. In late 2022, after the COVID-19 pandemic restrictions were lifted, Prof. Chen immediately flew back to Taiwan to participate in the urgent action to amend the law to ban novel tobacco products. On January 10, 2023, at the age of 84, Prof. Chen joined hundreds of members of the Taiwan Anti-Tobacco Alliance outside the Legislative Yuan, calling for the protection of the next generation's health and emphasizing that "Public Health Taiwan" must not abandon comprehensive and proactive tobacco control policies to keep new tobacco products out of the country.
In 1987, when Taiwan opened up to the import of foreign cigarettes and American tobacco companies demanded further opening of tobacco advertising, Prof. Chen returned to Taiwan to visit public health pioneer, Professor Chang Po-ya, then Mayor of Chiayi City (former Minister of the Department of Health, Executive Yuan, President of the Control Yuan, and current Chairman of the John Tung Foundation), expressing his willingness to assist in promoting Taiwan's tobacco control efforts. From introducing the John Tung Foundation to the completion of the second amendment of Taiwan's tobacco control laws in January 2023, Professor Chen's dedication and passion for tobacco control remained unwavering.
We remember Prof. Chen's lifelong dedication to education, nurturing countless public health professionals, and his role as an advocate and practitioner of tobacco control, significantly aiding Taiwan and influencing tobacco control efforts in the Asia-Pacific region and internationally. We honor Prof. Chen's contributions and will carry on his spirit, continuing to fight against transnational tobacco industries and striving to eliminate all kinds of tobacco hazards, bringing comfort to Prof. Chen and his supportive family.
