Ukraine’s Military Leadership Shake-up: Zelenskyy Appoints New Chief of Staff to Accelerate Reforms

烏克蘭總統弗拉迪米爾·澤倫斯基(Volodymyr Zelenskyy)於3月16日宣布更換武裝部隊參謀總長,任命安德烈·格納托夫(Andriy Gnatov)接替阿納托利·巴爾吉列維奇(Anatoliy Bargylevych),以期加速軍事改革,提升軍隊的戰鬥力和管理效率。

澤倫斯基在談及格納托夫時表示:「他是一名戰鬥好手。」他進一步指出,格納托夫的任務是將戰鬥經驗融入旅級部隊的行動規劃、防禦與進攻策略中,並積極推動軍團體系的發展。澤倫斯基強調,旅級部隊從戰爭中學到的一切,應在規劃層面百分之百地實施。 

國防部長魯斯特姆·烏梅洛夫(Rustem Umerov)在其Facebook頁面表示,烏克蘭正系統地改造武裝部隊,以提高其戰鬥力。他提到,格納托夫擁有超過27年的軍事經驗,曾從海軍陸戰隊旅指揮官晉升為頓內茨克地區部隊指揮官。 

頓內茨克地區是俄烏戰事的中心,儘管俄羅斯軍隊損失慘重,但在過去一年多裡仍在該地區緩慢推進。烏梅洛夫表示,巴爾吉列維奇現在將負責監督軍事準則,並加強軍隊紀律。

今年初,烏克蘭軍方官員表示,烏軍將從以旅為基礎的軍事體制轉向更大規模的「軍團」制,旨在提升長達1000多公里前線部隊之間的協調性,加快決策速度。第3獨立突擊旅作為烏克蘭最強大的戰鬥部隊之一,已於3月14日宣布改組為軍團。

On March 16, Ukrainian President Volodymyr Zelenskyy announced the replacement of the Chief of Staff of the Armed Forces, appointing Andriy Gnatov to succeed Anatoliy Bargylevych. This move aims to accelerate military reforms and enhance the combat effectiveness and management efficiency of the armed forces.

 

Speaking about Gnatov, Zelenskyy remarked, “He is a skilled combatant.” He further noted that Gnatov’s mission is to integrate combat experience into the operational planning, defense, and offensive strategies of brigade-level units, and to actively promote the development of the corps system. Zelenskyy emphasized that all lessons learned by brigade-level units from the war should be fully implemented at the planning level. 

 

Defense Minister Rustem Umerov stated on his Facebook page that Ukraine is systematically reforming its armed forces to enhance their combat capabilities. He mentioned that Gnatov has over 27 years of military experience, having risen from a Marine brigade commander to the commander of forces in the Donetsk region. 

 

The Donetsk region remains central to the ongoing conflict between Ukraine and Russia. Despite significant losses, Russian forces have continued to make slow advances in the area over the past year. Umerov indicated that Bargylevych will now oversee military standards and strengthen army discipline.

 

Earlier this year, Ukrainian military officials announced a shift from a brigade-based military structure to a larger “corps” system. This change aims to improve coordination among units along the over 1,000-kilometer front line and expedite decision-making processes. Notably, the 3rd Independent Assault Brigade, one of Ukraine’s most formidable combat units, announced its reorganization into a corps on March 14.
