It is common knowledge that passengers are not permitted to stand while taking the freeway or highway, however it is a phenomenon that is anything but unusual. Many tricks are employed to avoid detection from the authorities including closing curtains, asking passengers to sit on stools or crouch down, and even plunging the bus into total darkness by turning the lights off. Each time a complaint is lodged with the authorities the bus companies will make a public announcement that it is illegal to have standing passengers, however numbers and crowded condition on the buses continue unabated. The reason why buses continue to be so overcrowded is due to the sheer numbers of people who wish to make the journey every day, however bus companies are putting the whole responsibility onto the driver’s shoulders. It is suggested that at peak travel times the bus companies should increase bus numbers, add another route, or have a smaller bus accompany larger buses and take passengers should the need arise. It is hoped these measures will alleviate the crowding madness and maintain safety.
