The imminent arrival of ‘zero-euthanasia’
Stray animals have been an issue in Taiwan for many years. However, it wasn’t until the release of the movie Twelve Nights (十二夜), a film depicting the harrowing plight of stray animals, that the people of Taiwan finally began to take the issue of animal protection seriously. Moreover, in 2015, the power of ordinary people was instrumental in abolishing the Legislative Yuan’s “12-night clause”, known as the animal eulogy to animal rights groups, indirectly clearing the way for zero euthanasia.
However, with stray animals set to increase at an exponential rate in the future, acceptable answers to the problems of shelter space, manpower and financing have yet to be found. The question is, with regard to animal welfare, has the move to zero euthanasia been counterproductive? These are just some of the issues that will need to be faced in 2017 when new Zero Euthanasia Act is implemented. Citizen journalists are calling on more people to pay attention to this issue and for the government to introduce more comprehensive supporting measures.

零安樂死生升不息
台灣的流浪動物一直是個社會問題,描述流浪動物的電影《十二夜》上映之後,台灣民眾終於正視動物保護議題,並且透過人民的力量,使立法院在2015年刪除了現行法上被動保團體稱為動物悲歌的『十二夜條款』,也間接了表示了『零安樂死的時代』即將要來臨。
但是面對未來動物們只會增加不會減少的情況下,收容所的空間、相關人力與經問題,都尚未有完善的解決方式,對於動物福祉來說,是否反而造成反效果?在2017年的『新零安樂死法令』上路後,這些都是未來要面對的問題。公民記者呼籲更多民眾能重視這個議題,政府的配套措施也要更加完善。
