少棒故鄉紅葉村遭土石流重創,後續重建及都市計畫走向受關注
台東縣延平鄉紅葉部落是一個布農族部落,自日據時代被日本人從內本鹿遷到現址以來,雖然因鹿野溪犯濫,兩度造成溫泉區被淹埋的災情,但部落族人安貧樂道,一向是安居樂業的典範,除了熟為人知的紅葉少棒故事外,部落傳承布農族歌舞,有極佳表現,和霧鹿部落可說是台東布農文化傳承的兩大重鎮,但是20多年前被劃入都市計畫區的紅葉部落,在強颱莫蘭蒂颱風侵襲下,爆發大規模的土石流災情,差點成為小林村第二。
莫蘭蒂颱風為台東帶來連續幾天的大豪雨,紅葉部落15日清晨4點,村民發現上方野溪爆發土石流,村長緊急廣播緊急撤離村民至桃源村。因為事發突然,山上土石流轟隆聲逼著許多人空手匆促搭車逃命,許多人汽機車來不及開走而埋在土石流中。紅葉村2鄰20餘戶全數被土石流所摧毀,家具散落各地,原本水泥路卻成了土石流的河道,景象讓人心驚。
此次受災戶主要是1至3鄰住戶,由於房屋已不勘居住,鄉公所協調台東武陵戒治所提供設備齊全的懇親宿舍供災民暫時居住,慈濟基金會亦迅速前往災民收容中心提供熱食。
至於紅葉國小、紅葉少棒紀念館位於下方,土石流被前方住家擋住,除了門口小部分泥流外,躲過土石流侵襲。綜觀紅葉土石流災情勢必影響日後整體規劃,到底第二鄰及紅葉國小是否要撤村徹校,仍待村民與有關單位和專家學者對話,至於村民極為反感的紅葉都市計畫區是否還要執行?或是乘此機會撤案取消計畫,仍值得大家後續關注。
Taiwan’s home of youth baseball hit by devastating mudslides
Located in Taitung’s Yanping County, the Bunun village of Hongye stretches back to the Japanese occupation of Taiwan, when the Bunun tribe was relocated from Neibunlu (內本鹿) to the present site. Despite the fact that raging floodwater from the river has already devastated the local hot spring resort on two separate occasions, people from the Bunun tribe had remained surprisingly contented and at peace with seemingly rough deck of cards they had been dealt in life; sadly, the tribe’s woes have continued with the recent onslaught from Typhoon Moranti, in which massive landslides completely engulfed more than twenty households in one neighborhood of Hongye Village. Residents awoke to a terrifying scene of furniture and household items indiscriminately strewn throughout the area and the village road transformed into a river of mud and rock.
This most recent catastrophe has mainly impacted the homes in three neighborhoods of the village. With many village homes lying in ruins and uninhabitable, the township office coordinated with Taitung Drug Abuser Treatment Center in Wuling (台東武陵戒治所) to provide disaster victims with temporary shelter at the center’s dependents’ dormitory; Tzu Chi Foundation was also quick to arrive at the disaster zone, where it provided much-needed hot food. Fortunately, Hongye Primary School (紅葉國小) and Hongye Teenage Baseball Memorial Hall (紅葉少棒紀念館) both avoided the full force of the landslide which was blocked by homes higher up in the village. Apart from a small amount of mud around the door, both buildings escaped being engulfed with rock and soil.
This recent catastrophe in Hongye Village is bound to affect future plans for the area. Whether or not families from the worst affected areas and Hongye Primary School should be relocated awaits discussions between villagers, relevant government units, experts and scholars. Unfortunately, the future of Hongye Urban Development Zone (紅葉都市計畫區) now lies up in the air and there are fears that this recent disaster will be used to justify canceling the project; any future developments are certainly worthy of our follow-up attention.
