CPC New Taipei City pipe rupture incident
On November 2, oil leaking from an underground pipeline in New Taipei District’s Xizhi District found its way via drainage ditches into Tsaolan Creek (草濫溪), a tributary of Keelung River (基隆河); following several days of continuous rain, the oil then entered Neikou Creek (內溝溪) and Keelung River.
The offending company, CPC Corp., Taiwan (台灣中油), was fined NT$3 million by New Taipei City Environmental Protection Department for this serious pollution incident. On November 5, a comprehensive cleanup operation was initiated, including barriers to contain the oil slick along the river, oil-absorbing pads, and the manual removal of floating debris.
In a bid to prevent the oil spreading downstream, the Environmental Protection Department has ordered CPC Corp to strengthen containment of the leakage at the source, reinforce blockades and oil booms downstream at MacArthur Bridge, and deploy more manpower in the cleanup operation.

11月2日,新北市汐止區發生中油地下油管燃料油外洩事件,重油經由排水溝流至基隆河的支流草濫溪,再經連日大雨,油污溢流至內溝溪及基隆河。該事件為嚴重污染事件,中油公司遭台北市環保局開罰300萬元,並於5日起積極投入清污作業。基隆河採分段架設攔油索防止油污擴大,也使用吸油片以人工方式全面防堵吸污,徹底清理油污及漂流物。環保局表示,已要求中油公司由源頭加強防堵,並於更下游的麥帥橋,補強增設攔油索及吸油索,防止油污向下游漫延,並加派人手除污。
