Pros and cons of rejuvenating military dependents’ village

Located in Pingtung County, Victory Village (勝利新村) is one of very few military dependents’ villages that retains fully intact Japanese buildings. In a bid to promote tourism and encourage business into the area, the county government has been renting out buildings in the village over the last few years. Village residents, however, believe that the government’s approach is creating too much of an impact on the local area. Mentioning the opening of a Thai cuisine restaurant in the area, which many say has had an negative impact on the village, local resident Cheng Fang-zheng (程方正) said there should be more discussion on how the military dependents’ village is used. 

Originally, buildings in the publicly owned dependents’ village were not available for profitmaking ventures; however, while under Department of Defense ownership, a number of residents in the village had privately transformed some of the courtyard-style Japanese buildings into coffee shops. In a bid to rejuvenate the area, once the county government took over management of Victory Village, it began renting some buildings in the dependent’s village to businesses, allowing them to engage in business ventures legally. In recent years, many entrepreneurs in the cultural and creative industries have moved into the area. The question of how to develop tourism and improve the visibility Victory Village, while at the same time preserving its original style, will need much debate and thinking.
