Cutting trees before the budget is passed
On the morning of October 11, Save Linkou Forest Alliance (搶救林口森林行動聯盟) convened a press conference at Taipei Universiade Athletes' Village (大運選手村) where it criticized Taipei City Government for starting work on Taiwan’s Double Ten National Day without a permit and before the budget was passed by the Legislative Yuan.
Around 10 excavators were seen annihilating trees in Linkou forest, leaving mere stumps that resembled utility poles. Many young saplings were mistaken for weed trees and consequently uprooted, cut down or sawn through their centers to leave a messy bundle of tree corpses. After Save Linkou Forest Alliance made enquires with the on-site construction workers, it became evident that they could provide neither construction permits nor any related documents. The alliance members reported the incident to the authorities, accusing the contractors of working without proper notification sings. After arrival, the police took pictures and collected evidence before escorting the construction workers back to the police station for statements.

10月11日早上搶救林口森林行動聯盟在世大運選手村預定地召開記者會,譴責台北市政府預算尚未通過,卻在國慶日沒有施工告示牌狀況下,出動10多輛怪手,將林口森林的大樹砍成一片葉子都不剩,如電線桿,許多小樹被視為雜木,直接用怪手鏟倒鋸倒,攔腰折斷,現場樹屍狼籍。搶救林口森林行動聯盟現場詢問包商工人,承包工人卻提不出施工許可與相關文件,隨後聯盟成員報案,指控工程單位在沒有施工告示牌的情況下施工;警方到場拍照蒐證後將承包工人代回警局製作筆錄。
