Flood-prone Nantun calls meeting to draw government attention

After being struck by two devastating typhoons in the succession, - Typhoon Kalmaeg (卡玫基) on July 18, 2008 and Typhoon Morakot (莫拉克) on August 9, 2009 – which unleashed torrents of heavy rain and caused Nantun River (南屯溪) to breech its embankments, Nantun District in Taichung knows only too well the devastating effects of typhoons.

In recent years, the area upstream from Nantun River has seen a lot of land development, directly increasing pressure on the flood-prone area downstream. Residents in the lower reaches of Nantun watershed have petitioned Taichung City's Department of Land (市府地政局) and a number of other departments on several occasions, but each time been ignored, said Jiang Qing-zhou (江慶洲). Faced with the current condition of Nantun River, which shows a significant level of public danger, everyone fears that should heavy rains or a typhoon strike, there is a high risk of damage to property and loss of life.

民國97年7月18日的卡玫基颱風及98年8月9日的莫拉克颱風侵台帶來的豪大雨，分別讓台中市南屯區的南屯溪嚴重溢堤，近年來南屯溪上游又大量土地開發，南屯溪下游易淹水區域的壓力愈來愈大。臺中市原鄉文化協會總幹事江慶洲指出，南屯溪下游流域的在地居民已理性的向市府地政局等單位陳情多次，可是，相關權責單位都置之不理，因為南屯溪現況已有顯著的公共危險安全，一旦豪大雨或颱風來臨，即可能造成當地市民生命財產安全受到損害。
